What punishment threatens the fans who were obscenely expressed to the captain of the national team of Russia?

"Yesterday at the match of the national team we all witnessed a disgusting episode-a group of people allowed themselves to insult the captain of our team Artem Dzyuba. Under the current Russian legislation, the ban on visiting of venues of official sports competitions shall be made by the judicial authority as a measure of punishment under article 20.31 of the administrative code for violation of Rules of conduct spectators when conducting official sports competitions.
Paragraph 5 of the Rules prohibits insulting other persons (including using banners, posters, banners and other means of visual propaganda) and perform other actions that discredit the honor, dignity or business reputation or aimed at inciting hatred or enmity, as well as humiliation of a person or group of persons on the grounds of sex, race, nationality, language, origin, attitude to religion.
At the same time, neither the rules of behavior of spectators during official sports competitions, nor the Federal law of 04.12.2007 No. 329-FZ "on physical culture and sports in the Russian Federation", which gives the concept of the definition: "the venue of the official sports competition" does not indicate that it is exclusively the Russian Federation.
Tickets/vouchers for the 2020 European Championship qualifier between the San Marino and Russian national teams were sold through a ticket operator KASSIR.RU and the national Russian payment system "Mir". When buying a ticket, the fan was required to present a passport.
Organizer, delegate and referee did not stop the game, not required to stop the abuse, is not made incident in the final minutes of the match. Law enforcement agencies of San Marino did not detain fans of the Russian national team during and after the match, did not make any demands on them.

This is a document issued to spectators of sports competitions by the Federal Executive body responsible for the development and implementation of state policy and legal regulation in the field of information technology, and necessary for the entry into the Russian Federation of foreign citizens and stateless persons arriving in the Russian Federation as spectators of sports competitions, the departure from the Russian Federation of such citizens and stateless persons, as well as the access of spectators to sports competitions in the stadium during the matches of the UEFA European football championship 2020.
The issuance of the PKZ may be refused or the PKZ may be annulled if it is necessary to ensure the defense or security of the state or public order or if there is information about the facts of violation of public order by spectators of sports competitions during public, sports, entertainment and (or) other mass events outside the territory of the Russian Federation or violations of the rules of conduct of spectators during official sports competitions in the territory of the Russian Federation or the intention to commit the relevant illegal acts.
Russia has signed the Council of Europe Convention on a common approach to safety, protection and maintenance during sporting events and, in particular, football matches. The document provides for the differentiation of measures taken (security, protection and maintenance in sports stadiums, public places, in emergency and unforeseen circumstances); the adoption of strategies for the protection of law and order; prevention and response to misconduct; the establishment of a national football information point in the law enforcement system, allowing for international interaction; the empowerment of judicial and administrative authorities to impose sanctions against those responsible or involved in misconduct, including the possibility of imposing restrictions on travel to football matches in other countries.
Thus, the information collected by the RFU and the Ministry of internal Affairs in respect of fans on the fact of their behavior on the match between the national teams of San Marino and Russia, may be the basis for refusal to issue or cancel the PKZ.
We draw the attention of fans that the decision to refuse to issue or cancel the PKZ is carried out not by the judicial, but by the Federal Executive authority. Fans have the right to appeal this decision in court.
