Zapashny’s appeals show signs of violation of Article 20.3.1 of the Russian Federation “Encouragement of hatred or hostility, as well as humiliation of human dignity” in relation to the “fans” social group.
Recall that part 1 of article 20.31 of the Code of Administrative Offenses of the Russian Federation provides for liability for violation of the Rules of Conduct for spectators during official sports competitions (Decree of the Government of the Russian Federation of 16.12.2013 No. 1156), which entails the imposition of an administrative fine in the amount of three thousand to ten thousand rubles or compulsory work for a period of up to one hundred and sixty hours with the imposition of an administrative ban on visiting venues of official sports competitions on the days of their holding for a period of months to three years or without it.
Violation of the rules of conduct may also be expressed in insulting other persons (including using banners, posters, banners and other means of visual agitation) and committing other actions that discredit honor, dignity or business reputation.
At the same time, the police have the authority to initiate administrative cases of this category.
